Why are dieters struggling to lose weight and maintain it?

They are all tried-and-true strategies for losing weight. The problem, I believe, is less about specific weight-loss strategies and more about sticking with them. It is difficult to adopt new habits. Some changes take longer to become second nature than others. The key to making a long-term change is sticking with it and making it a habit as soon as possible to avoid expending willpower.
CONSISTENCY BEATS PERFECTION
Successful weight loss requires a long-term commitment. People want quick fixes, and aren’t ready to stick to something long enough to see results. Aiming for consistency over perfection can help you stay motivated. If it happened that one slice of pizza turned into six, or you didn’t get time to exercise, instead of banging your head against the wall and giving up, just get back on track the next day. This mindset sets you up for long-term success. Think of it as a lifestyle change, not a diet.
